I would say - if I could speak with the inspector - that understanding that all of these terrible decisions are not collectively chosen by the species, but by this small minority group hellbent on world domination etc., explains both the present, and history. The problem is the 99% - most of whom do genuinely have good intentions and would, if given the choice, choose the wise option - have been prevented from realising who is to blame for all their ills, and the simple fix to deal with it, namely removing the 1% from power and installing wise people in leadership positions.
I would say as well that only species who have either resolved this issue, or never faced it in the first place, are allowed to do spacefaring etc. - others are quarantined - and this interventionist policy is why we live in a peaceful galaxy.

I think that, rather than a galactic-wide organisation, it is more of a ‘local sector’ affair - especially since local people should be trusted to resolve their own issues, rather than abdicate responsibility to some grand Galactic Council. Notwithstanding the idea of a galactic intelligence (AI or natural) which is a sort of network/hive mind with manifestations in every system (and probably a least 7 billion years old by now), which passes down the interventionist/quarantine protocol from species to species.
As for monitoring and surveillance, this can be done remotely, or with ‘nanosurveillance’ (i.e. microscopic robots) - likewise simply being connected to our internet would tell them everything they need to know.
Then again, as a firm believer in reincarnation etc., I am absolutely certain that some non-human intelligences incarnate into human bodies for this or that lifetime, in order to observe from the inside. In so-called New Age jargon they are known as ‘Starseeds’ - ironically, I think the deep state is aware of these people, and has constructed an elaborate New Age mythology to try and contain and deceive them - taking advantage of the fact that they may arrive on this planet knowing almost nothing about it, and in order to try and orient themselves, will naturally reach out for what seems to be wise people who can guide them. It’s only too late they realise it’s a trap.
Unfortunately - as you say - they nearly always experience great sorrow and suffering - especially when, as is inevitable, they are so moved that they want to try and do something about it. So they either get ridiculed, branded as mad or, worse case scenario, killed.
Fortunately I’m sort of aware of that danger, so I just ‘write about it’ (both fiction and non-fiction), and hope that my writing survives the centuries and enough people take it seriously and rethink their attitude. But ultimately, I do see myself like the inspector - I resonate with the ‘Collector’ archetype, which is essentially, in this context, a recorder of current history, making observations and collecting information - which might then be transmitted somehow to the inspection council, as it were. If they are out there, and they monitor the internet, then they’ll be recording all our observations, for sure.
It must be very difficult for them, knowing that there are, as it happens, a lot of genuinely good and caring human beings on this planet, and the leaders and suchlike absolutely do not represent those good people. So I hope they don’t lump us in with the rest of them. One of the things I hate the most is being misjudged.

Yes, I've heard of the starseeds concept. I do believe the amnesia is part of the agreement when entering this world. I have seen videos of young children remembering their recent past lives in great detail. It would be interesting if the next generation of humans came in with full memories. I wonder how that'd impact life here.

That's the right attitude to be honest. Writing is very powerful, and I think that ideas sometimes come as an answer to someone's prayer or wish. This is why I truly believe we should honor the inspirations that come even if it doesn't make sense or if it seems like you're talking to noone. The people they were meant for will find them at the right time.

The amnesia thing has been one of my bugbears for decades! Like 'why did my soul decide to make me forget!' I've been miffed about that for ages! I like your idea that it was sort of 'by agreement' - I can go with that one. Makes it easier somehow. Although I quickly came to the conviction that any suffering is for a purpose - the maxim of 'everything happens for a reason' (or 'everything happens at the right time').
